In the case of labourers who may come to Mexico under contract, it is indispensably necessary that such contract should have been previously studied by the Mexican Government, with which object in view Mexican representatives in foreign countries must in each case lay the matter before the Government.

Immigrants who have previously obtained authorisation from the Ministry of Agriculture and Fomento to settle in Mexico as colonists are excepted from the foregoing prohibition.

The diplomatic and consular representatives of Mexico abroad will be held strictly responsible for compliance with the orders of this circular.

Genuine suffrage. No re-election.

I have the honour te tranmit herewith copy and translation, as published in the Official Journal of today's

date, of an Agreement for the provisional modification of the

existing Treaty of Friendship, Commerce, and Xavigation be- tween Mexico and China,

Chinese into Mexico,

The amendments relate to the immigration of

Chinese labourers are not permitted to

enter the country so long as the prohibition of the Mexican

Government subsists regarding the entry of all foreign labour-

ers;

and henceforward labourers will only be permitted to en-

ter subject to conditions to be agreed upon between the two

Governments, All persons entering the country for the purpose

of engaging in manual labour, and who are without capital,

shall be considered as labourers under this Agreement.

Persona possessed of Five Hundred Pesos Yexigan

currency, intending to enter the country for the purpose of

engaging in cemerce or other pursuits, shall not be subject to

the above restrictions, Chinese agricultural colonists shall

not be considered as immigrant labourers,

The provisions of the Agreement are ostensibly

for mutual observance, but the immigration of Mexican labourers
